Please see attached .GAM file

I Debarked the Japanese 1-3 Eng XX (in the Bay of Bengal) just outside of Singapore / In a Jungle Hex / It's Raining in the Northern Monsoon

So to Debark in the Hex should cost 4 (the Eng has a Movement Allowance of just 3) . . . Bottomline, it should Debark and become Disrupted

But it didn't . . . The attached 2.2.8.0 .GAM file is the start of the Axis Debark Phase

For what its worth,we are playing with Rail Movement Bonus . . . But given the Eng is not entering the Hex along the Rail Line, it still should be 4 Movement Points to Debark in the Hex.

At the end of the day, no real issue (game-wise) / Turn Ended (and the end of the 13th Impulse) / The unit cost zero to reorg
