Having re-read the thread and reviewed the save. A few items:

I saw no indication of how admin points are to be managed. PH needs to make clear for us new folks how this will work.

How do we allocate leaders in the reserve? Rokossovsky is waiting on an assignment.

Rail movement. What if any can the field commanders make use of?

There are too many tank divisions trying to refit and not enough tanks being produced to go around. Should we limit refit to X number of divisions? Practically speaking I like 60% as a cap to the 41a tank division TO&E. That's not too far from a Soviet 42b tank corps in CV, just with the 18-20MPs.

Southwestern Front has 36 support units in the HQ. Lictuel needs to take a look at that. If his armies aren't using them, maybe some should be released to STAVKA.

Not sure why some IADs were disbanded when we lose all the SADs in '42. By my count that will leave us with 46 airbases down the road.

I will have a look at those support units once I get my hands on the turn. This is the first turn I'm going to play.

I second the questions regarding rail and ap usage that m60 posted.

If IADs have indeed been disbanded I also have to question why, I'm pretty sure we are going to need those at some point :)

1. Admin points are controlled by STAVKA (me) and I will at times allocate points for front commanders to use. If Front Commanders have wishes for commanding officer-changes, they can ask for them in this thread.

2. Rail is controlled by STAVKA. Priority right now goes to factory relocation and reinforcements railing in from the east. At times, I will assign reinforcements to Front commanders that I will rail to a certain point and let the front commander take over the unit from there. Since a unit already on rail does not consume rail capacity, these units can be railed at will by the front commanders.

3. This is intentional and reflects the state of disorganization in the soviet army in 1941.

4. Airbases are under STAVKA-control and as soon as time and admin-points permit, there will be a massive surge in airbases and airunits.

TO: Front Commanders


ORDERS:

CHANGES IN FRONT AREAS

1. North/Northwestern Fronts are responsible for the areas north of the line VELIKIE LUKI - KALININ. This area shall not include anything east of the river Volga south of LUKOVNIKOVO.

2. Western Front shall defend the area north of the line KURSK - GOMEL and south of Northwestern Front. The Reserve Front is assigned to Western Front commander.

3. All areas south of KURSK falls under the responsibility of the Sout/Southwestern Front.

North/Northwestern Front:
1. Hold Leningrad.
2. Hold the Volkov Line.
3. Hold the Valdai hills.
4. Prevent any German advance east of the Valdai hills.
5. You are assigned 15 Administrative points (APs) for unit transfer between armies and 10 APs for support unit creation.

Western Front:
1. Delay the German forces.
2. Hold the line VYAZMA - RZHEV
3. Prepare several layers of defence between your current position and the STAVKA-defensive line (units in red).
4. You are assigned 24 APs for fort construction, 15 APs for unit transfer between armies, and 20 APs for support unit creation.

South/Southwestern Front:
1. Delay the German forces, especially the axis of advance towards KURSK.
2. Prepare defensive positions on the Don around VORONEZH.
3. In order to delay the German advance towards ROSTOV, prepare a defensive line around STALINO.
4. Hold SEVASTOPOL.
5. Hold the Kerch straits.
6. You are assigned 15 APs for unit transfers and 10 APs for support unit creation.

If there are any leader-reassignment requests, inform STAVKA immideately.

You are given control over any STAVKA-units inside your respective areas, with two exceptions. The units colored RED and BLACK remain under STAVKA control and must not be interfered with.

I can't tell if Govorov's 23rd Army of Northern Front west of the Volkhov is considered untouchable as it is red. If not, I will change the color. If it is untouchable, I am requesting it be released to Front command.

North done as SovT8N. If STAVKA is willing to release a few rail points, I'd like the 237RD railed from X84 Y2 to Posadnikovo at X85 Y19. It can then be assigned to Bobkin's 33rd Army.

8th Army has been emptied of the two combat units it had and pulled back to Bodborovye X98 Y17.

Note from the southern commander to the western commander: Judging by the recon report provided by Stavka I will have to adjust my lines quite a bit to the east, if possible you should move your southern edge east as well so that we prevent gaps in our line.

Administration

You don't need to buy more support units. The armies seldom activate more than a few at a time. I can transfer some of mine to you if you need them, if that is allowed.

I left plenty of admin points to spare so you should be able to use mine, although PH has the last word on that.

4th Army with 3 rifle div (Korobkov) Transfer all 3 divisions to 50A. Move 4A HQ with zero combat units to Tula.

Move 38 Army HQ with zero combat units to within 100 miles of 32A HQ. Then transfer 3 rifle divisions from 32A to 38A. That will take some of the overload off 32nd Army.

Transfer the three divisions from 10th Army (Golubev) to 38th Army. Send the 10th Army HQ now with zero combat units to Tula to join 4th Army HQ,

Tactical

Have 32nd Army move north and replace 49th Army in the line. Assign 49th Army to Bryansk Front and move them south to area around Vyazma.

You have a couple motorized units east of Kursk. Assign them to 38th Army after you move them just west of Kursk, which is now your boundary with the Southwestern Front.

In general, you have to fall back immediately to Bryansk and the Desna River. The Southwestern Front has four panzer corps to contend with and they are already well east of your positions at Kharkov. Lictuel will find it impossible to link up with you and organize any sort of defensive line as you are both currently positioned.

My 20th Army has the southernmost division 2 hexes east of Molodoy Tud. You should consider that your northernmost boundary and defend that town so we are locked in.

I've had a look at the turn now, the way I see it I need to pull back the south western front by quite a distance in order to have any hope of delaying the Germans advance. That would mean that I have to expose the southern edge of the western front though. I'd again like to ask the western commander to shift his southern formations further east. If that is not possible I will attempt to form a loose picket line from the southern edge of the western front to Kursk.

In general the southern theater looks rather thin on the ground and I fear more than a weak delaying action is currently not possible until the don is reached. I'm aware of the grim situation around Moscow and Leningrad, still if there are any reinforcements available in the medium term I'd like to see some send down here.

@M60 I'd like your input on two things:
I'm contemplating putting two infantry divisions into the hexes 102/88 and 100/87 to try and restrict the supply getting to the German breakthrough. It would also be possible to use a cavalry division on the hex 101/88 and an infantry one on 100/87 this would cut off the Germans at least temporarily. In both cases the divisions used would either get mauled badly or they would get trapped

The second thing is that I will abandon my positions on the Dnepr since I deem the whole line there untenable, most of the troops will retreat east towards Stalino, any objections?

Thank you Sardaukar, maybe you don't even have to redo it but just adjust it based on what you already did? I really only need your southern edge to move further east maybe you still have the mp left in your formations? I did not check for that.

Germans in AGC have not been very aggressive...are they trying to encircle all Western front and Moscow with AGS and AGN?

Southern and Southwestern Fronts need to take every STAVKA unit in the immediate area and assign it to an army. That includes in particular any routed units because they will not recover from a routed status under STAVKA. With STAVKAs approval, put 37th Army under Southern Front. We have some excellent leaders still in reserve. I would sack Ponedelin of 12th Army immediately and replace him with someone like Bagramyan. Muzychenko of 6th Army should go too, but only after the units to replenish the army are available.

Yes, your plan is a good one to cut off the spearhead. You should also fall back in the far south to block the entrance to the Crimea immediately. If you need railcap to move units you feel have to move farther than they can by foot, ask STAVKA for some.

Would you object if Lictuel assigns 49th Army to Bryansk Front now and moves the two tank/motorized divisions, 48th and 220th by Voronezh to the west? They could be useful next turn in the defense.
