From: STAVKA ATTENTION: Air recon has spotted a large concentration of German panzer and motorized divisions southwest of VELIKIE LUKI. These units have probably gotten a HQ buildup, and should be able to strike deep in several different directions. STAVKA is assuming that this formidable force will strike southeast into the open ground east of SMOLENSK. Therefore the Western Front must take this into consideration. The panzers could also strike towards the southern parts of the Valdai hills, and the northern front must take this into consideration aswell. Northern Front: German panzers have reached the Luga. This puts them in striking distance towards LENINGRAD. The German forces could also possibly switch direction of attack and strike towards VALDAI. Both these directions must be defended. To this end, new forces will be assigned to the Northern Front. A new front, the Reserve Front is put under the command of the Northern Front commander. This unit has been moved to the VYSHNY VOLOCHEK area, and is free to be used as you see fit. Your priorities should be: 1. Hold LENINGRAD 2. Hold VALDAI 3. Hold SVIRITSA Western Front: The arrival of German infantry outside SMOLENSK has made further defense south of the city impossible. Western Front should pull back to the upper Dnepr line while preparing to defend and hold the RZHEV - VYAZMA line. To avoid having large troop concentrations defending non-critical areas of the frontline, the GOMEL area is to be abandoned and new defensive positions set up around BRYANSK. Southwestern Front: The breach of the Dnepr by German panzers make any defence of the Dnepr impossible. We can expect rapid thrusts towards KHARKOV and KURSK. Abandon the Dnepr defensive line and move troops towards KURSK and VORONEZH. The Southwestern Front will ultimately be given defensive responsibilities in the VORONEZH - OREL - TULA area. Prepare for this defensive operation. Southern Front: The Nikolaev area must be evacuated immideately. A temporary defensive line should be set up on the south bank of the Dnepr, while the units move towards STALINO. Southern Front will be expected to defend ROSTOV and SEVASTOPOL, as well as the Kerch strait.
