I decided back in the fall of 1941 to ignore Soviet "Guards farming" as I saw no real way of preventing it anyways. Personally, I think the limits are to high. Guards should be "special" units. Having 50 of them is not really very "special" at all. So I would prefer setting the limits to a lesser amount (and even making their morale setting a little higher if you are concerned about game balance).
