Question- am I generally better off creating a new division next to OKH and then strategically transferring it from Kiev to Rostov later in the game or putting it near the HQ of say 1st Panzer Army so it is close to the army I wish to assign it to? How much of a difference is there in the fill rate of the division based on distance from OKH?
