At first glance , this seems a very reasonable rule. And a player wants to obey it with all his heart. Then comes the weird situation that no one envisions when agreeing to rules. Somehow you run a sub out of fuel. It makes it damaged to a "dot" base , where there is no fuel. It's in a contested area. All you need is enough fuel to get it to safety. As there's no port to speak of , it's perfect to send a AKL on amphibious with minimum escort, and a low detection likelihood. But you can't because you've agreed to this house rule. So you now have the choice of risking a full sized tanker with a big capacity, or letting the sub rot there till the island gets taken and the sub scuttled , or the sub is discovered and sunk. You know what, I intend to have such an HR for my games, and if this were the situation and my opponent did just as you propose it would not bother me. I would have a question to ask if I hit the xAK and saw the 'fuel burning' message. If you explained it as you did above I'd accept your reasoning, because you need to get that boat outta there somehow. As you propose its the only way, within the game anyway. Right, as implied above, I would not even expect my opponent to inform me as such, as long as the intent of the rule were adhered to. I would not want to be tempted to 'search' for such a boat not matter how subconsciously. So like many things in life there are grey areas. Some in game are black and white as well, but not all. It comes down to judgement. If in doubt, ask. I know this may lead to some problems, but I think most if not all here would attempt to 'follow the rules', and things could be worked out amicably.
