I tried an independent test using the 1942 scenario. I set two clusters of fighter bases and set their intercept range to 30. I then conducted a recon mission and an airbase bombing mission. In neither case did my fighters fly. I then set the range to 40, and the intercepting fighters flew one hex. The results can be seen below.
