The only real difference from 101b to 102 is the addition of 74 new generals, spread out across 7 regimes (China got none) and 1938 to 1945. This may sound like a small addition, but it's not. 74 bio's for each general and research into their abilities, is something that is very time consuming. Not to mention finding a picture of each. I am not even sure how I managed! For Japan this means that they in 1938 have four more generals available (Ishiwara, Kanin, Araki and Ueda) all located in the officer pool. In 1939 they get one additional general compared to earlier, as they do in 1940, 1941 and 1942. So that is 8 extra. In general (hey a pun) the new generals will have worse stats than the old ones, but as they are better than no generals at all, I think it is pretty fair.
