In addition to 4 resources per turn and 2 BP's for two turn, Germany sends 1 oil to Vichy (i.e., 1 oil for 1 turn). This was necessary because Free France "brunt" their entire oil stockpile before Vichy was installed. Well, not really. Germany did capture 1 oil point when it captured Paris. So, in effect, the 1 oil point German is sending Vichy can be through of as the one they captured from France.

The allies win the initiative and elect to move first. The axis, who have the option for a re-roll, choose not to do so.

A significant impact of the allies moving first is that the Great Britain's IV Mot corps can be / will be evacuated. This will mark the official end to highly successful Operation Dynamo.

I learn things in pretty much every AAR posted here.

I can never remember this rule, at least in terms of thinking, hah!, I could use my stack here, to overrun that unit there, if my stack isn't composed entirely of units that can make an extra-hex move after a Breakthrough result in Blitz combat.

But in the normal movement phase, all you need is "At least one of the overrunning units must be an ARM, MECH, or HQ-A unit" (and 7:1 odds on 1d10 or +16 on 2d10) - units that can't take an extra hex on Breakthrough can participate in an overrun.

Left a bit silent is whether 2 INF corps stacked with a single Mech division could overrun. I would bet on Yes, but I am not 100% on that.

The only way I could ever remember this capability is when one of my units got overrun that way. And then I would promptly forget again, because of always considering what can be done with a Breakthrough result.

Mistakes in Tactical Thinking.

I thought I'd start this section as sort of a lessons learned for impulses where applicable, which this impulse was. Specifically, I want to address decision made based on erroneous "tactical" data and assess the consequences of those decision. In some instances, bad moves made on erroneous "tactical" data may actually turn out well, just as sound decisions can turn out bad due to unlucky "rolls".

This impulse there were two instances of situations that developed because of decisions made on erroneous "tactical" data.

(1) Great Britain mistakenly "estimated" the defense factors of an out-of-supply and disorganized (OOS-DOG) Balbo's HQ-I as 1. Since this HQ-I is white print (i.e., elite), it defends at 3 and not 1 when it's OOS-DOG. The impact of this tactical mistake was that Great Britain took a combine instead of a naval. They wanted to ensure that they could overrun Balbo with Wavell's stack and with the chance that the Italians might reestablish supply to Balbo next impulse, Great Britain "needed" the combine to both evacuate the IV Mot at Calais (France) and make the land move necessary to overrun Balbo this impulse. It turns out that wrt/defense factors supply is irrelevant to Balbo's HQ-I, which defends at 3 in either case, and can't be overrun by Wavell's stack. The impact of the combine was that the RN only had two moves, (a) task force to evacuate IV Mot from Le Havre and (b) task carrier and surface force to 4-box East Med to provide support to Wavell's attack and to protect his supply line. Instead of being able to take a naval and see the RN move out their ASW escorts (w/CP's in 0-box) and patrols (e.g., 4-boxes) in addition to making the two critical naval moves describe above for the combine.

(2) The second tactical mistake was that both sides though that supply to Wavell and the British 8th army could be broken by eliminating supply through the East Med. This led to a heavy outgunned Italian RM cruiser force in the 2-box initiating a naval combat against an RN carrier task force superior in strength and position in the 4-box of the East Med. Interestingly, under this erroneous assumption, or mistaken tactical data, sound RN strategy would have been to use their second naval move to move ASW escorts into the 0-box of the East Med to protect those supply convoys instead of moving the carrier task force to the 4-box. In effect, an RN less sound move based on bad tactical data turned out to actually be the most sound move, which doesn't work out because of bad luck. AHH .........................

A sound decision by the RN make by mistake turns out to bad for Great Britain. Given that Wavell and the 8th army can also supplied through the Red Sea, it made no sense for the Italian RM to attempt this suicide mission to knock out Great Britain's supply CP's in the East Med. The odds were greatly against the Italians. The RN had a 60% chance of finding the Italians 30%. Working the numbers this meant that the chances were:

1. 12% Italians only finding
2. 42% RN only finding
3. 18% Both finding
4. 28% Neither finding.

(2 & 3), 60% total, would would be negative (i.e., bad) for the Italians, (4) 28, would be neutral and (1) 12%, would/could be positive if found with enough surprise points to force a surface battle.

Operation SPLICE almost, and should have, cost the British Alexandria and the Suez Canal. Balbo failed on two land combats to take Alexandria. This first was 50/50 (i.e., 50%); however, the second was over 90%. That's a 5% chance that Wavell would hold and Great Britain would maintain control of the Suez Canal. Not only did they accomplish that but now there's nothing between Wavell and Tripoli, Libya except sand.

With the fall of France this is a good time to review, revise and state the axis strategic objectives for the next phase of their war. After review/revise here are the higher level strategic objectives first starting with the Euro-axis (i.e., Germany & Italy).

Euro-Axis (Germany / Italy) Strategic Objectives. (In Order of Priority)

1. Nazi-Soviet Pact. Ensure sufficient garrison ratio to prevent the Soviets from breaking the pact and declaring war. If the Soviets do then Finland will forever remain neutral.

2. Conquest of Yugoslavia. This needs to be accomplished in time for the forces used to be in place for Barbarossa.

3. Barbarossa. Ensure sufficient garrison ratio to break the Nazi-Soviet pact no later than the first axis impulse of Jul/Aug 1941.

4. Battle of the Atlantic. Sink/abort as many allied CP's at sea as possible to put pressure on Great Britain to deal with this threat as opposed to conducting land operations in the Med against the Italians.

Japanese Strategic Objectives. (In Order of Priority).

1. Acquire French Indo-China RP.

2. Stabilize and protect gains (i.e., resources to factories) made in Southern China (i.e., vs Nationalist).

3. Push Mao and his communist back in Northern China and stabilize front (i.e., current resources to factories).

4. Continue strategic bombing of Chinese factories.

5. Japanese-Soviet Non-Aggression Pact. Ensure sufficient garrison ratio to break pact by 1942 and continue to put pressure on the Soviets to garrison their common border with Japan in Asia.

Actions.

Germany - combine.

Italy - naval.

Japan - land.
