Why is Stalin surrounded in Moscow? Why didn't he retreat further east? The Soviets should continue withdrawing in 1942 too. The further the Wehrmacht gets into Russia, the better. The front becomes larger and larger for them, making it more and more difficult for the Wehrmacht to mass units for concentrated assaults. The Soviets should stand and fight in the Caucasian mountains and the Urals. Those are the points where the Soviets have no choice but to fight. Before you are there, the Soviet army should prevent losses, especially of key units as ARM and HQ's. Choose the tables with the goal of saving Russian units if you can (choose Blitzkrieg as the Soviets if possible). Retreat every impulse, especially out of range of the dreaded Stuka's. Moscow? Stalingrad? Not important if it's spring or summer. You can gamble in the winter turns and stay put, but when M/A start, the retreat to the east continues... Only Leningrad and Rostov are fortresses in Russia, the rest: give it to the Wehrmacht the moment you see them concentrating on you in 1942. Leave the odd and cheap GAR in a city to force them to spend an impulse getting rid of that nasty blockade if necessary. The Soviet army can come back at an amazing speed in 1943 and 1944, if one keeps the army alive... And I see the same thing happening in China. Why didn't Mao retreat and attacked that pesky OOS CAV division last impulse? He should have concluded that Sian and Yenan cannot be held last impulse...
