The program will run to completion, but it takes more than 3 minutes on my computer (the program generates a "may be frozen" message after 3 minutes". Clicking on 'continue' gives it another 3 minutes). On a slower computer, it might take more that 6 minutes. What is consuming the time are all the overseas trade agreements. I'm not sure but I think you have every possible combination of the Allied major powers sending resources to one another. France, the Commonwealth, the United States, the USSR, and China are all sending and/or receiving resources or build points overseas. Every time one of those build point trade items cannot be fulfilled, the program tries to send a build point from every factory on the sending side to every city on the receiving side. I have a few checks to avoid crazy duplication (e.g., if one US factory cannot deliver a build point, then the program doesn't check any of the other US factories). But still, there are a lot of possibilities.
