This also applies to the elite 78th infantry division and to Gross Deutschland regiment. Indeed because the morale and experience of the GD regiment will be diluted by the replacements it gets and has to build up again to its bonus morale it does not matter too much if you use them in blizzard either. However other SS units like the Latvian motorised brigade do not have this bonus. If you really want to pull out more motorised units I would suggest using the lower morale motorised infantry units (not Panzers) - if their morale is already below the 85 morale threshold then you are not losing any units that are above it.
