Perhaps. If the squadron is training fighter pilots and all you want them to learn is escort/sweep, you should draw from replacements (unless you have another holding group, I use transports for pre-fighter training, so I draw from Transport Reserve first). If you're training for torpedo naval attack, you might want to draw from trainees who are already well trained in naval search, dropping bombs on ships or ASW. Drawing from raw recruits should be your last resort (unless you're using transports to do general training, or fighter pilots who don't need training in bombing skills, etc.).

Another thing, someone recently commented that they visit their training squadrons once a month to graduate pilots and order replacement trainees. Doing this means trainees you order from Reserves who have a maximum lead time of "7" will sit there doing nothing for 3 weeks before you get around to making them active in the training squadron. I do my best to visit every training squadron once a week. I divide the map up into regions and then visit every training squadron in one region each turn. For instance, the Home Islands west of Osaka (inclusive) is a region, the region east of there is another, Hokkaido and Manchukuo is another, and so forth.
