Bremen -> Beta 2 possible bug - Neighbors Zone: None (6/15/2020 4:23:59 AM)

I started a new game with 1.03b2, and while I'm not 100% sure it's a bug it's sure something I've never seen before.
My neighbors to the east and west have regime names, but their zone shows up as none and I started at peace with them (they might be majors I guess, the bug keeps me from telling). I can't play strategem cards on them, either spies or major/minor diplomacy cards, as they don't even show up in the list of targets.
Other regimes seem to be functioning normally.
