For AGN and AGC the restraining factor on Axis is getting the infantry into contact. For AGS, at least in the second half of the summer, the primary restraining factor is rail conversion. There were several moves when I was approaching Stalino when I was holding back the Panzers simply because I didn't want them to get too far ahead of the FBD and risk getting them cut off with no follow up units forward enough and with enough MPs to do a rescue. So a delay flipping a few hexes some turns earlier doesn't really make much difference, the only impact it could have would be to delay the attack on Sevastapol by maybe a turn and then those units would have been delayed getting to Rostov.
