Right now there is no penalty for swapping units around OHQ's so if you have a really good OHQ commander it's worth it to swap around the 2 indy units assigned to it as the turn progresses. This functionally removes the 2 unit cap on OHQ's.

It is also possible to assign a small indy unit that matches the OHQ size e.g. a batallion to a bde then upgrade the batallion to a regiment circumventing the restriction of the size of indy units that can attach to OHQ's.

Adding a PP cost for adding/removing independent units from an OHQ would fix this IMHO. Similar to swapping postures during a turn - it is possible, but limited.

Though swapping postures is further limited by actually having those postures in high enough numbers. So it might not be enough for swapping independent units.
