The concept is that these are forward airfields which get you closer to the battlefield, but to which the supply line hasn't yet caught up. Note that there's nothing to stop the player moving an air unit to a forward airfield, making a strike, then moving back again before the turn ends, thus drawing full supply- but you do run the risk of early turn ending thwarting this scheme. This feature was added because any air unit which has a supply trace normally draws full supply (at least this is the way it was in COW, don't know if that's changed) even if the supply level in the hex is much lower. Hence the only way to limit resupply for air units is to put them totally out of supply trace. Without opening the scenario I can't comment on whether this feature is actually useful here, or if the whole map is in range of the supplied airfields for both forces anyway.
