Not at all. The first step is to create an "independent" Algeria and assign it a capital (Algiers), that is, by carefully selecting all the hexes that belong to Algeria (according to Strategic Command), and changing the hex ownership to Algeria (not France). Mind you, in the game, Algerian hexes are merged with hexes of Morocco, Tunisia, and French West Africa. I've done the same for Morocco and Tunisia, i.e., making them separate countries, so that I could set up convoys from Casablanca to Brest, and Tunisia to Marseilles. To first select and then change the country ownership of the hexes, it's the green icon in the tool bar in the game editor. Another step is to be sure that your new country, Algeria in this case, is either "occupied" by France or is fully mobilised towards the Allies. This can be done in the editor, by opening the scenario with the editor, then selecting Edit Country Data, and then Mobilization and Status. The editor will prompt you for this. I should point out that once you get the hang of it, the process is not too difficult, though perhaps my explanations are a bit confusing. I was stumped because I was unaware that you had to create an "independent" country and assign it a capital before a convoy can be set up to a Major Ally. Anyway, I hope this helps somewhat.
