Playing Road to Leningrad as Sov vs AI. Up to Turn 3 there is no production of MiG-3 and IL-2. Since I am playing a mod, I retry using the stock scenario HvH without making any moves. The prod for Sov upto Turn 3 is shown in pic. Is it a bug?

You'll start getting some on turn 4. Not exactly sure why you're not getting them sooner, or why more of the airframes aren't being turned into aircraft after turn 3. I don't think the scenario designer would want more going into the scenario in any case, but I'll ask if there's another factor that is coming into play here.

Any update? I am not sure if this is an issue confined to the Road to Leningrad scenario.

I use the 41 Campaign to test by playing HvH without making any move. The production of MiG-3 and IL-2 in the first 5 turns are,

MiG-3 : 0, 130, 101, 130, 115
IL-2: 0, 123, 0, 139, 0

The production rate as reported in the production screen are af:130 and af:145 for MiG-3 and IL-2 respectively. In most of the time the production is less than the expected max despite airframes available in the stock. I have not attached a save as I think you can easily reproduce this from your side.

Gary told me the following a few months back:

A/c will only build if number of airframes in pool is >= build limit of the aircraft. Would that explain what you are sseeing?

Never ben a fan of these aircraft build restictions.
I hope this rule from Gary is adjusted by the 'production usage' limits as set by scenarios ?
With 20% set for soviets in RtL this actual build threshhold should be much lower

Thank you for the information. I set out below the aircraft production and airframe stock in T1 to T5 of my Road to Leningrad and 41 Campaign test cases for reference:

MiG-3 aircraft production limit af:130; airframe production rate 130/turn; scenario production 20% - actual observed prod rate of airframe 26/turn
* Aircraft Produced : 0, 0, 0, 17, 15 (for Turn 1 to Turn 5 respectively)
* Airframe Stock before production: 72, 98, 124, 133, 144
IL-2 aircraft production limit af:145, airframe production rate 78/turn; scenario production 20% - actual observed prod rate of airframe 14/turn
* Aircraft Produced : 0, 0, 0, 15, 0
* Airframe Stock before production: 100, 114, 128, 142, 141

B. 41 Campaign test
MiG-3 aircraft production limit af:130, airframe production rate 130/turn
* Aircraft Produced : 0, 130, 101, 130, 115
* Airframe Stock before production: 72, 202, 202, 231, 231
IL-2 aircraft production limit af:145, airframe production rate 78/turn
* Aircraft Produced : 0, 123, 0, 139, 0
* Airframe Stock before production: 90, 168, 123, 201, 140

If the airframe stock refers to the number before production, then this rule can explain the zero production cases. However,
(i) it cannot explain why there is production for IL-2 in T4 of the RtL test case, when the airframe stock before production is 142 (smaller than the limit of 145);
(ii) for a small scenario using partial production, I suggest that the build limit in this rule “A/c will only build if number of airframes in pool is >= build limit of the aircraft” should be reduced by the same % as the production; and
(iii) when airframe > build limit, it is still unclear why the aircraft production figure fluctuates – a bug/some undocumented rules/some rules already in the Manual that I have missed?

Finally, is this rule documented in the manual? I presume that this rule applies to both Axis and Soviet sides.
