You should always play at least on "Hard", as it does not give combat bonuses to the AI, but simply provides a small amount of supply to all it's units. "Very hard" provides both a combat bonus and an increased amount of supply and is very appropriate for Scen 1, 2 and 8 but less necessary when playing an Ironman variant. You should never play any of the "Quiet China" scenarios (i.e. 7-9) as they do not have an updated AI. Edit: Worth noting that "Difficulty levels" can be altered from one turn to the next, so you could - for example - give the Japanese AI extra help by using "Very Hard" for the first few months and then switching to "Hard". Or if you are trying to starve out a garrison, go to "Normal" for several turns during the siege and then back to H or VH when it's over. Lots of flexibility here.
