Does anybody know. If Japan is not in war with USSR or US but put a Battleship to block US supply to USSR via Vladivostok, will this move increase US mobilization or not?

It won't. Though the vessel may be attacked by the Soviet Union, multiple times in the forthcoming patch, thus weakening your forces for the Pacific campaign.
