Torpedo Boats are modeled strangely in the vanilla scenarios. They have a higher Sub Attack than fleet destroyers do, but a lower Sub Defense. Too slow to send out into the convoy lanes to try to find and sink subs. [If they are intended to model German S-boats and US PT-boats, well, those were most definitely NOT optimized for ASW warfare outside of a few maverick USN lt.'s who bolted depth charge racks onto the back of the things.] Agree MTBs are too slow for the open ocean. But torpedo boats have one very useful skill. They can make powerful attacks against subs and ships in port. So if a lightly damaged sub / ship retreats to port (Norway, France, Italy, NA) you can attack it with an MTB and do a lot of damage. Destroyers and cruisers can't do that. Many of the key ports are within MTB range in Europe. Not sure they have a big role to play in the Pacific because of the distances.
