In this mode the supply base will provide zero free logistical AP to supply source logistics, but will itself act as a mini supply source distributing its stocks to nearby units. This is done before supply sources distribute supplies and fuel. The range is limited, but adequate for units that are close by. So I guess when you do deplete you can potential receive more the fuel and supply replenishment to recover heavily used unit faster. Maybe even reloads nebelwerfer faster?
