Hey actrade, welcome to the club. The garrison number is simple an abstraction of the "policing" required for that hex area. It is counted in assult value points (AVs). To be 100% protected against the partisans in the area you need to meet or exceed this garrison number by stationing that level or more of AVs in the hex. However it's dice roll and seems to work on the idea that the lower your number of AVs assigned to that of the number needed, the higher the chances of losing victory points (and possibly damage to the hex's facilities) because of the missing AVs. But, let's say if you have a garrison requirement of 120, and you have only 116 AVs, the chances of you having a problem are almost nil (only 1 in 30 chance in this example). So I quite often don't fill a garrison to required levels. Also, I don't know at what level damage kicks in, but I rarely have damage done to a hex's facilities that I have almost as many AVs as required. Damage seems to happen when you are very low in AV requirement or have no AVs in the hex. Hope this helps. Hal
