Small airbase and runway did not take as long to build as many may think. Take Adak Alaska for example, the US forces landed on Sept. 1 1942, they had a working runway with medium bombers landing by Sept. 12 1942. 11 days in a horrible climate and they were able to have at least a tactical airbase complete and operational. They used steel girders at Adak to lay down the runway, which could be repaired easy and all you needed was a pretty firm and packed level area to lay the mesh down and bingo just add bombers.
