When you take into consideration that these are mostly high level leaders (Corps level and above), the numbers are very excessive. They need to be toned down.

+1 agree. Will see what traction will happen with this. I am afraid probably not much. But in post 61 above the game will have even more leader deaths next turn as those HQ's will again become surrounded and again be subject to leader loss. Germany doing this correctly can farm leader deaths easily. What should happen is that the HQ is relocated to Leningrad, Moscow or Stalino for each of the fronts(as long as those are not surrounded). Don't get me started on the subject of relocation, which in and of itself is horrid and plays by the same rules as WITE1. Best use for relocation is to get free leaders.
