I have an image to show each step in the conversion vs upgrade options for the BB Ise class, but it is too large to upload.
The second "upgrade" shown here has 0 days delay, which I assume is a database error.
If you take the upgrade path instead of the conversion option, you end up with the hybrid ship 6 months earlier.
That 2nd upgrade is probably meant to still be a 12x 36cm gun BB rather than an 8 gun BB-FP hybrid.
