If you have them stand down, i don't think you get anything, (or if you do something like put them on ASW with level = 0, which amounts to standing down). I THINK they isolated island case gets pilots (magically - maybe with the mail plane?) but i could be wrong. It takes longer the further you are away from main HQs, supplies, etc.
