Minutes from IMPERIAL DEFENCE POLICY MONTHLY MEETING NO 1 meeting opened with a brief overview of the war so far by commander HERBIESAN. To summarise, although the war aims of siezure of the DEI and phillipines and a outer defence perimeter had gone well, and would soon be finished, the following had to be noted 1/ failure to inflict heavy casualties to the main enemy - the american fleet, especially the CVs 2/The debacle in the phillipines, which had destroyed any hope of a PHase 4 offensive 3/The siezure of oil centres in a destroyed state - no confidence that soerabaya would be any different 4/ Theses factors would detirmine future strategy 5/ On the positive side was the undamaged air forces, and the power of KB had grown, and remained very potent The economy minister then spoke 1/ Oil was the key - and was still falling 2/ The carnage on the china front had sucked the empire dry, supplies simply were not to be had, exsasperated by the aggressive expansion program The phillipines, and palembang oil rebuilding program were also terrible supply strains. he could not at this stage promise any new units growing until the supply situation eased - if ever. this put much dampner on the aggressive spirit at the meeting HERBIESAN then laid out the new defensive policy The enemy counter offensive must be delayed as long as possible, then when it came and the moment was right, a massive counter attack would be launched. To this end, much propaganda, recon probing, and "KB drifting into an area" would take place, while the counter force was gathered over the next 2 months The principle effort, it was decided , would be in the solomons. Trial scenarios (UV GAME AGAINST WOBBLY) showed that as long as KB remained viable this was still a very realistic tactic deep into 43. The Empires defence was then Brocken into 7 areas AREA ONE To include Burma,malaya,sumutra,thialand and Vietnam Burma HQ 15th ARMY HQ 3rd AIR HQ 22nd AIR Flot 1st fleet principle forces 55 div, 33 div, 3 mixed brigades and a brigade. These to be reinforced by 18 div and 5th div from the java campaign Air defence would be the ARMY concern, NAVY concentrating on shipping strikes only 5 sally,2 lilly 2 or 3 oscar units to be deployed 3 bettie 1 zero to be deployed naval forces to be built around the Yammato battle group 2 cves are enroute to provide some sort of CAP for the battleships sufficient naval lift is available for a single division lift. the battle plan centres around Akyab, at the moment totally untenable. The enemy (it is hoped)will attempt a landing here, and will then be countered with a 3 division counter attack there are no plans for major offensives on this front - 35 brigade is currently to try to flank mandalaby, but that is it AREA TWO Java, borneo,Phillipines 16th army HQ 11th air HQ 3rd air army HQ 3rd fleet 21 air flot these areas are expected to be secure in 30 days time, after which most forces would be re deployed 56 Div would remain as reserve, with 56 brigade Only light air forces and training sqs would be used Commander of AREA TWO principle job is convoy protection,some 5 dedicated ASW groups to be given to him. vastly increased ASW air assetts were also promised AREA THREE Northern Australia, Celebes, AMBONIA< SORONG triangle 25th army HQ 8th fleet HQ 38 div,21 div would remain on the defensive south of darwin All helen Squadrons are to be the principle defence Light naval forces and sufficient naval lift is to be provided for evacuation, in case the australians return in strength. All agreed that this was the most dangerous to us attack route the enemy can take, bearing in mind that TARAKAN provides 75% of the oil we are getting Max deployment of construction forces here was agreed upon AREA FOUR Solomons, Truk, Palua, Siapan Southern fleet HQ Combined Fleet HQ 2nd fleet HQ 14th army HQ 23rd air flot Imperial guard 16th div 4th div 48th div 2nd div 52nd div The imperial guard will go into reserve on siapan 4 divisions to the counter reserve at TRUK, with 1 division to be broken up into regiments and added to the screen defence under construction in the solomons The desire to expand to nendindi and rennel islands was approved the defence plan depends here entirely on the threat of KB KB is returning to japan for refit/upgrade at the moment, must be in theatre by july1 4 fast BBs will be assigned to the theatre, and several CA counter attack TFs will be assigned Army AIR will base in the PNG area, NAVY air will concentrate on the solomon chain currently 6zero,4 betty,2 nell,2kate and 1 val units are assigned Submarines will be used for naval search, picket lines as much as possible, and conserved. Attacks on shipping lines are cancelled as non productive The glenn subs are to get busy reconning various areas - as if a big attack is planned Area4 commander expressed concern on the supply situation, and was told to do his belt up a notch, the look he gave the china commander was not beniffitting a man of his rank AREA FIVE Gilberts, wake, marcus islands 4th fleet HQ 6th fleet HQ 24th flot HQ All agreed that the gilberts would only be used as an opportunity to inflict damage and delay the enemy. All Naval guard units currently in the phillipines would eventually be given to this command Commander 5 area was told his principle job was to give the combined fleet a chance at the american fleet - and to die dearly He is to maintain the AK trip line to the east of japan AREA SIX china All agreed this was a fiasco, and must become a passive front if at all possible manchuria air was promised - but only when the nate units had uprated to something better AREA seven little can be done on this front, should the enemy make a move, we can only hope to have KB in the area at the time. we do not however consider this font a threat. The meeting concluded with a rejoiner that our main enemy is now the surprise attack, and that for the next 3 months at least, the enemy must be led to believe that a major thrust was planned by us. In that time the DEI must be secured, the phillipines finished, shipping put in place, and the forts built. The next meeting was scheduled for 1st of next month.
