I have seen there is a provision for non cavalry units not closing to cavalry units . I would like there was another rule, even if infantry can close on cavalry, can´t melee it, instead it can push it out of the hex, but with no real combat.

Infantry can not melee cavalry. It can force them to retire with fire.

... unless of course it's horse archers against pikemen!
