The limit is 30K pilots present, not actual aircraft destroyed.
As planes are destroyed, pilot slots usually will get "re-cylced" immediately and assigned to next needy air group. There are some situations where this may not happen immediately, like when pilot is on "top pilot list".
During testing, we came up with possiblities like "what if slots filled of rotated out pilots who come back 1-3 years later" or "all groups on training so no pilot casualties and more groups arrive".
