Hi, first time here, so apologies if any question has been asked before:
1. What is "waste" and how do I combat it? Building courts seems to have no moderating effect, which doesn't make sense.
2. Where do my armies/corps go as Britain? I'll build some, transport them across, and then they disappear.
3. Why can't I combine a 3d corps into my army as anyone but France?
4. Why the mass automatic hostility to France in the "balanced" scenario? It says everything is supposed to be balanced, but that's not the case.
5. Why am I sometimes unable to declare war on a nation? Yes, I know about the enforced peace after a surrender, I mean at other times.
6. I don't seem to be able to generate new generals.
7. The weakness of the Swedish economy is a real problem. I see no realistic way to play Sweden in the balanced scenario.
8. The Russian cossacks are absurd - - the "invasion" by having single horsemen sit in each province, seemingly unattackable is beyond annoying. It makes me want to set Russian at "much weaker" each game. This type of "invasion" is silly and completely ahistorical. I know they don't need much forage, so they can't be starved out, but there needs to be some limitation on this tactic.
Overall, by the way, I give the game high marks. I've delayed buying Civ4, which is high praise.

Welcome

You can't combat it in 1.1. You can in 1.2 (currently in very late beta)

2. Where do my armies/corps go as Britain? I'll build some, transport them across, and then they disappear.

Need more details on this - are they disembarking?

3. Why can't I combine a 3d corps into my army as anyone but France?

While there are some fixes to corps/army behaviour in 1.2, in 1.1 it sorta works. You may need to take some other divisions out for the corps to fit.

4. Why the mass automatic hostility to France in the "balanced" scenario? It says everything is supposed to be balanced, but that's not the case.

Dunno - I never play balanced.

5. Why am I sometimes unable to declare war on a nation? Yes, I know about the enforced peace after a surrender, I mean at other times.

You cannot DOW someone who is at war with someone you are at war with.

6. I don't seem to be able to generate new generals.

Bug in 1.1. Fixed in 1.2

7. The weakness of the Swedish economy is a real problem. I see no realistic way to play Sweden in the balanced scenario.

Dunno - I never play balanced. But I can win as Sweden in 1792, 1796 and 1805 scenarios. Sweden needs territory: Denmark, for example.

Many have made complaints about this. In 1.2, cav divisions will be better at chasing these guys down, and there are a few other tweaks - but the general idea (that cossacks could have been used more broadly) is still supported by the game.

Ralegh - - thanks for the responses. Couple follow up:
1. Don't you mean "Raleigh" for your moniker? I'm unaware of any historical Ralegh.
2. You should try balanced. In any event, even if you don't like it, the game should perform as advertised, and balanced is advertised as EQUAL, which it is not.
3. On the British Corps/Armies, I find myself building them, transporting them to France, and then they disappear the next turn, after I've transported them across.
4. I appreciate the fix will be in, some, for the Cossacks. But, that ability is just absurd. There ought to be some limitation, like if you are 2 "spaces" away from any friendly unit, you are disbanded. No way in the world any division could operate independently and survive in a hostile country. It's the one attribute in the game that I just fine beyond absurd - - laughably silly.
5. I love artillery.
