Shaun - User leegra noticed that the "Create Template" option doesn't exist when you create a sandbox association and add teams from different years. I've confirmed it as well.

I've been wanting to post an Association Template made up of past WS winners, and I'll need this change to be able to do so. I guess I could always just post the PSA file, but this way would be cleaner...
