How does the game decide on the delay for arty. I know an observer can make the delay less, but what affects it. I have elite arty with and elite abserver yet i can seem to get under 0.4. What factors decide what the delay will be.

Forgorin, I think that's all part of the "national characteristics", which you can choose to turn on or off in the preferences. 

Few would  doubt that the US had the most sophisticated arty fire-control practices in the world at that time.   The Germans may or may not have had better technology, but our wealth allowed us to develop quick communications at nearly every level of command, which also meant quicker arty response.   Lots of radios and field telephones.   It's as simple as that.  Nothing to do with better guns, but our call and response time was pretty damn good.

So, it just depends on which nation you happen to be playing. The xp of your units nor leader raitings have anythign to do with it?

They do have. According to few fast tests the experience ratings to both Artillery and FO can mean at least delay times from 0.2 (both veterans) to 1.0 (both green) to mortars and 0.5 (both veterans) to 1.3 (both green) to offboard artillery. That's similar with any nation as far as I know. Only the US delay is different, from 0.1 to 0.2. That's, however, been said by some artillery officers to be little too big difference. But others follow mainly the experience ratings.

All righty then.  So then the units leader stats mean didly!  Odd that.  I thought they would have an effect too.

And onboard howitzers too. I think there is no difference between on-board howitzers and mortars.

Correct me if I am wrong. There are two numbers that you are talking about, the unit experience and the leader skill. If your unit passes its individual experience check then a leader skill check is made for the type of task your unit is attempting, be it an infantry, armor or artillery task. (If the unit is not in contact, then it uses its own skill number.)
The leader artillery skill number is what determines delay time. Two elite FO's may have slightly different arty skills that will give them different delay times. Same goes for the artillery unit.
Also, if you assigned your FO or artillery unit to a leader with lukewarm arty skill, this would also slow things down.

Gunny's also right about the "National Characteristic" thing playing a role.

P.S.: The type of artillery also plays a part. My 122 mm howitzers have less of a delay than my 170 mm guns and they both are quicker than rockets.
