Any way to manually change the start date of a schedule w/o importing a new schedule to get correct days off (mondays and thursdays)?

It must be done after spring training and before your first game. You change the date under the "Options and Utilities" menu, the same screen where you import a schedule. You can have your first game start on ANY day in March or April. The rest of the schedule will follow.

Not that I know of but I was able to export my schedule and change it's season start date to June 6th instead of March 31st and then import it back in and it works for each season.

I only see that option if I am importing an OOTP schedule, I don't see the option to change my current start date??

You will have to physically change all the dates in the exported psc schedule file, then reimport.

Whats your league configuration?
