Bulgaria has joined the CP. It starts with one HQ and two activations. It uses both up in combat. There is no option to build more HQ activations and Germany/AH can't transfer Industiral Points to Bulgaria. How does the Bulgarian HQ get replenished?

The Bulgarians will slowly produce enough to gain an IP every now and then. You can save them to produce an HQ Refit.

Do you have a land connection between Germany/AH and Bulgaria? If not at present, you may get the option to transfer materials to her once one is established (through conquest of Serbia and/or Rumania). I haven't tried this myself (I won my PBEM game before this happened); it's just a thought.

It must be very slow, because Bulgaria has been an active member of CP for months and I have only seen arms refits. There is a land connection of CP controlled hexes through Serbia, although Serbia has not yet surrendered. (The Serbs are holding on to Scutari for dear life.) I can transfer between AH/Germany and Turkey, though.

Okay, you should be able to transfer to Bulgaria as well.

I guess that's not an option in the game. (Perhaps Frank or one of the devs can confirm.)

Are you spending her IP's on arms yourself, or is this just the stockpiles she gets automatically?

(Each country has an assembly line set up at start of rteinforcements that come in.)

Apart from waiting for the IP's to build-up, you might just have to commit an A-H or German HQ down there and conduct more offensives that way. (Allied HQ's can activate Bulgarian or OE corps.)

I haven't gotten any Bulgarian IPs yet. I keep waiting for one. So far, I have only seen the automatic arms refits.

bulgaria and the other minors NEVER produce IP's - instead they occasionally get various types of points directly - so you need to check their screen at each strat phase to see if they've received anything.

That's what I suspected. Thanks. Is it also true that you can't transfer IPs to them?

that is correct - the game has no system at all for their internal industrial/food/raw material production - they do not even bother to count their own resources. 

I suspect the game might be a bit better if they did....that would be my preference...but we must wait and see...

Interesting, SMK. So they just get the "assembly line" reinforcements - are these pre-set in the scenario, or does the AI calculate them dynamically?

The minor country economies randomly produce assets.  For example, Bulgaria will produce an arms refit point perhaps 40% of the time and nothing another 40% etc.  Same with Belgium, Serbia, Romania and Holland.  They don't use economic points at all the way the majors do.

it's a bit of a weakness in GoA IMO - that and the surrender rules. 

Serbia fought on, for example, although entirely over-run, and maintained 2 "armies" in the Salonika front - in GOA the whole country would be over-run and all Serb forces removed.  125 - 150,000 Serb soldiers escaped the fall of Serbia - evacuated by the French to Greek Islands, mainly Corfu.

They were reorganised into 6 small-ish infantry divisions (9600 men each instead of 16,000 pre-war) and 1 cavalry division - so each of those 2 "Armies" was probably a corps - in any case you just can't do it, and even if you held a corner of Serbia I don't think you'd get enough equipment points to rebuild 2 Serb corps.

I dont' see that the Belgians would have disbanded had the allies been pushed out of that last little enclave of Belgium at the coast either.

So I'd like to see the surrender rules changed just a little bit to reflect this - and be able to transfer equipment points to minors so they can rebuild their forces.
