The "strength" column only refers to the rapport between TOE current and TOE max... and M/A/V reinforcement needs only refer to disabled devices, not devices to add. So, to know whether a unit has reached its full TOE, you need to go check the History box of each unit. Adding two columns (TOE current and TOE max) would be most helpful.
