Status: offline 		I read this in GShock's excellent AAR. Can someone explain the penalty you get? I couldn't
find anything in the manual.

Status: offline 		I think I found what GShock refers to on page 145. You get a PP bonus each turn equal to the political ratings of the 2 TCs and 4 ACs. Guess it would be safe to say that you should try to keep the 6 spots filled all the time.

Status: offline 		Except he is claiming you LOSE points for NOT appointing high political officers. You may gain more by having the 6 highest political officers in command, but you lose nothing by not appointing them to command.

"Political Point Adjustment: Once a month, during the Pre-Movement Logistics Phase of their respective turn, each side will automatically lose a fixed number of political points. The Union player loses 27 political points while the Confederate player loses 9 political points. Also during their respective turn, each player will gain a number of political points equal to the combined values of the political rating of all of its Theatre and Army Commanders. If the player has less than six Theatre and Army Commanders combined, they will receive one political point for each of the six slots that are vacant."

So you are losing political points each month without doing anything. If you are the Union, you have six command slots that can gain you political points. Let's say all six were filled with Generals that had a Political Rating of 4, that would be 6x4 = 24 PP each turn, which means you'd only lose three net PP per turn. Leaving any of those spots unfilled means that you are in effect losing more PPs than if you filled them.

Status: offline 		And again this is not what was quoted. What was quoted is the claim that by NOT appointing all the high political officers you lose points. It is inferred that the simple act of not appointing Fremont if he were not Theater commander would cost you to LOSE extra Political points even if you did have 6 commanders appointed.

Status: offline 		In the case of Fremont his PP rating does not out weight his low Admin rating as a TC and must be replaced as soon as leaders fill the ranks...

Ok, it doesn't work that way, but I think what GShock meant was the opportunity cost of not appointing a leader.

Erik is right you don't lose points but you're not gaining them when you could be doing so (opportunity cost), if you haven't got all 4 AC and 2 TC then the game gives you one pp for each empty post when you could be gaining more than one pp if the leader you apointed had a political rating greater than one.
I did point out to Gshock this fact in our pbem thus he mention it in the AAR.
