Not necessarily. My friend's house is stucco as the outer layer. On the inside is sheet rock.

The core of the house is a high density styrofoam "sandwich" with the meat being 12 or 15 inches (I cannot remember which) of poured concrete. The walls are good for 150 mph winds.

We have gotten somewhere around 6 to 9 inches of rain at my house. They are reporting 12 to 25 inches of rain elswhere in the area.
