I can not always do port to port movement with my ships.

Sometimes I can. Other times I cannot.

I do not know if this is a bug or a rule I do not know about.

At times I can send a ship the England Port to the Cairo port by port to port movement.

But other times it does not allow me and there are no enemy occupied sea zones in the sea zones transversed.

I know you have to start the turn with the ship in port. And that is what I do.

Are you talking about transport fleets or all other fleets? The latter use supply and have movement limits etc. Transport fleets do not consume supply and have different rules for movement, so long as they are following a string of other transports. I believe that this is explained in more detail in the game manual.

I am taking about non-transport fleets. Destroyers, Battle ships, etc.

I also know you need to have suppllies to make port to port.

Just yesterday I transport one battle ship from a port in Eastern USA but could not transport another.

It eats up a lot of supply to move battleships so far. I would suggest that this is the issue.
