Good comments, Ndrose. Also, it should care about VPs. Spending a year getting none, is just as big of a hit. Don't need to tell you, but in EIA when in a war, one reaches a tipping point where the attacker has to commit a lot making him pick to only take an unconditional surrender. As a corrollary is the point when the defender really starts to hurt. This could be no money (which an ally could help) and/or when you are out of inf/mil and are starting to lose guards, cav or art and/or you are making no VPs. All of these need to be considered. In addition, for Turkey it needs to consider surrendering at the end of the year, rather than early on in a new year, so that it is not naked for other country's aggression with no feudal corps.
