Tony answered Rabbit's same question on HarpGamer, but for the benefit of the folks here: The code (as it stands right now) considers the group's platforms sequentially, starting with the first ship that was added to the group (when it was built by the scenario's author) through to the last. The first ship within range fires enough SAMs to saturate the target, if it can, and then on to the next ship in line. Ideally, then, in an AAW scenario, the author would add his short range SAM shooters first, followed by his long range shooters. As Tony stated on HG, a more intelligent replacement for this particular piece of code was started some time ago, but it hasn't been incorporated yet. It would take into account both own group and neighboring groups, and tries to decide whether to help defend those neighboring groups.
