Economy

Taxes have been reduced again-down to 21%. Each month there is a slight improvement in production corresponding to the lower taxes. The added production efficiency allows for added labor to be put towards development in some provinces. Those that are producing luxuries or textiles use the added efficiency to increase production.

The unit cost increase (inflation) is slowly falling as I have not had to build any new units on a long time. It is now down to 11%. At this rate it will reach zero in about 2.5 years.

The mobilization limit has increased by 1 to 63. I could build 2 new units now if it was desired-I will wait.

The healthy lead by the O.E. is till growing. There will soon be some additional shifts of other Empires. Prussia will be dropping soon.

The DoW against Prussia has been issued-and Ottoman forces are in position to strike. The Prussian forces, although much closer to their capital, are still in a bad position.

Treaties

Prussia is now doing some fast diplomacy to attempt to forestall certain defeat. It has proposed a treaty to France in an effort to buy it off from joining the war against Prussia. A surprise to the Sultan-Prussia surrenders to Russia-this was certainly an odd end to its very successful war against Russian aggression.

Political Reports

France was busy in Switzerland. This no doubt has irritated the King of Great Britain as he has poured much money into Switzerland hoping to form a protectorate.

Austria has declared war on Russia. This was done to bring an end to some large and unusually long term reparations imposed by Russia in its surrender terms on Austria.
As I was aware of Austria's predicament-and its only way out of it, an effort was made to come to an agreement before the war started. Basically, France and the O.E. would make payments to Russia which would allow it to repay the amount Austria was sending it each month. Russia refused to the participate.

A rather large French Army was used in the operation-it was over quickly.

Both Great Britain and France have an interest in Anacona. It is very important for France to control.

There was a race to capture the province-G.B. won. Little events like this make it likely that G.B. and France will go to war with each other before the end of this era.

Taxes are still being reduced. There is still enough funds for some modest provincial improvements to go forward.

Even with a war looming with Prussia it seemed safe to reduce the draft rate to 1.

Moral

The statistics scribes have gone on strike all across Europe. The current reports are no longer useful.

In this months report the Ottoman Empire is off the chat at the top. It should be high, but not that high.

New methods of tracking statistics will have to found.

France accepted Prussia's offer and the surrender terms imposed by the... "victorious" Russians were accepted by Prussia.

This has created an odd situation of the Ottoman Empire in a war which it did not want and only joined to help Russia. The aim of the war was accomplished-without battle. The Ottoman Army has a significant advantage in both numbers and training-thus to continue the war was an option.

After much consideration is was decided just to withdraw back to Ottoman territory and partially demobilize. However, one army (the 1st) would be kept concentrated in case of any Prussian effort to cross Austria to attack-or if Prussia decided to attack Austria as it was busy with Russia.

With the new map of Europe I could have easily attacked and captured Prussian provinces in the south and in Italy with secondary forces. However, I decided just to let the war lapse-I did not see any reason to further punish Prussia for a war which it did not start.

However, other royals had other ideas...

North Border

Ottoman forces have left Austria just as quickly as they entered. It was desired to let the war with Prussia lapse while the ottoman forces were mostly sent into garrison. This period of peace and rest would have helped in reducing the military costs-saving money for provincial improvements and reducing the need for food.

The 1st Army is to remain concentrated in Banat for any emergency that may arise in the unstable north.

Russian AO

The war between Austria and Russia is in a lull. The main Russian forces have withdrawn to the interior. There have been a few small battles with the Russians at divisional strength.

Provincial Improvements

The barracks program still remains the priority.
Note the detailed province; it is going to a level 6 barracks. This costs 36 textiles and wood. Perhaps the only other empire that can afford such expenditures would have been Russia-but it has other issues that prevent such expansion.

The Ottoman Empire now has 13 provinces that are either at, or working on level 6 barracks.

Egyptian Army

The Army has been loaded up for the long delayed move to Cyprus. There is a rebel force there-operation for over 2 years. It is not interfering with production or trade, but it would be good to get rid of them before the force grows.

This province has had a high priority since the beginning of my illustrious reign. Next month there will be multiple fast track options for development. Farms will be chosen-followed by...barracks.

The Ottoman Empire continues to grow at a faster rate than G.B.

There was a healthy lineup of completed projects-all with reason. The capital city will now go into port expansion while most other development will be concentrated on barracks.

Strategic View

Other than G.B.'s war with Prussia and Sweden, the O.E.'s war with Prussia (which is being allowed to lapse) and the Austro/Russian war Europe is at peace. There really has been very little fighting anywhere-a few small skirmisher on the Russian front.

A sultan might hope for a quiet time to rest his armies and people. Such hope would likely be in vain...

Treaty Report

This was a bit of a surprise; Russia and Prussia joining into an alliance. This also coincided with a DoW against Austria by Prussia. This indicates some prior planning-or conspiracy for Prussia to stab Austria in the back while Austrian forces were being drawn into Russia.
Russia has also issued a DoW against...the Ottoman Empire. This is accepted in the National Palace with looks of surprise-followed by laughter. Of course, the comical aspects of this new situation had to be set aside until a plan could be developed for helping Austria against a likely Prussian attack.

Planning For Austrian AO

The 1st Army never demobilized. It was kept ready to march from its camps in Banat-north of Belgrade. It was considered a possibility that Prussia would feel emboldened by some new event and attempt an invasion of the Ottoman homelands. It was already planned to intercept its advance in Austria-no need to despoil the Ottoman countryside with war.

The Russian DoW on the O.E. was the event to embolden Prussia. Not content to just advance through Austria-it declared war on Austria also. No doubt the Prussian King believed his forces could reach the Austrian capital before Ottoman forces would arrive. I assume it was believed that Austria could be forced to surrender-or be marginalized quickly then followed by a joint invasion of the O.E. A very bold plan indeed.

The reaction was swift. The trail to Vienna is one which the Otto 1st Army has become very familiar with in past years. The correct path was known-and taken. A battle was expected either in Pressburg or Vienna itself. Moravia is the natural approach to Vienna from the north-and the Prussian Armies were just north of Moravia. A junior officer could have deduced the proper course of action.

This map shows the target locations of the Ottoman forces-other nations are shown in their last known positions.

Cyprus

This is almost becoming a drill. The Egyptian Army was once again off shore from Cyprus ready to land and deal with the rebel forces there. Once again the operation was cancelled at the last possible moment due to a new emergency. It was ordered back to Trieste from which it just recently embarked from. With some luck it will be able to fully disembark this month so it can participate in the Austrian campaign next month.

The Prussian Empire is dissolved. I wonder just how this news was received in Berlin. None could have been too happy about that as it had just entered into a new war.

France has become an empire-finally. The power of France is rapidly increasing-this is good-the Sultan hopes...
