The culture war is still raging. I will have to withdraw from that for a while. The Czar is making some very impressive headway in moving up in the cultural struggle. Perhaps he knows something I don't.

The draft size is still minimal, but the Army is being increased to 85%. Although war seems very unlikely at this time, Austria is at full strength. I cannot take such a chance that the O.E. won't be attacked by the barbarians to the north.

Some things in the national comparisons table stay relatively stable. However, certain things such as Austrian and Russian gold reserves fluctuate quite a bit.

Strength

Turkey has fallen behind a bit in the numbers game. I am not overly concerned-so long as Austria does not have an overwhelming force. The Ottoman Army can be brought up to full strength in a few months if need be. Until that power is needed, the money (and food) is needed elsewhere.

Quarterly experience gain has now jumped to 41 points. I believe that Austria's is about 32/33 per quarter. At least I can now begin to narrow the gap instead of it widening.

Current Ottoman Doctrines

Since the beginning of my glorious reign there have been only 3 new doctrines for the Army and 2 for the Navy. The two big ones were Rapid March and Organized Withdrawal.

British doctrines are much more heavily focused on their Navy. There is no way I can hope to mactch the British Fleet in skill or in numbers. However, their little army can be outclassed as it is already vastly outnumbered by Ottoman forces. Of course, as Turkey and England are Allies, this should not be an issue (cough, cough).

Austrian military doctrines are still superior to the O.E.'s. Hopefully this will change in just a few years. Although Austria only needs about 5% of the funds as Turkey to build barracks, I think it has very little textiles to be spared for that purpose.

Russian doctrines give it some advantages, but it seems to be concentrating on size. Perhaps the Czar is concentrating on improving individual units. For whatever reason, I am blind to the Russian Army units.

The Prussian Army has spent a large amount of experience on individual units. I generally have a good view of the Prussian forces. They do have some superior doctrines, but they will likely be the very first that I surpass.

France had a good amount to start with and a good amount of barracks too. Of course, the surrender added to its capabilities in any future war. It will take two pages to show all of its doctrines.

Spain has increased its doctrines dramatically. The Spanish Army was tough before, but will be even more so in the next war. Its biggest problem is that its size is just too small for it to face France by itself. If it can avoid that, then it will have a chance to win battle after battle.

Last-and least is Sweden. Sweden started off with some good doctrines, but is having a difficult time adding to those. It had to spend a large amount for the universal mobilization. Its population is so small it will have a hard time fighting any major war.

Production has increased due to some slight lowering of taxes and reducing the speed of development in the Gold and White Belt provinces. Some adjustments had to be made to increase the production of wool, cotton and textiles.

The draft has been reinstated. Another 10,000 plus men were drafted from Istanbul. The Army is being slowly increased back to 85% and then to 90% by the end of the year.

There is a slight chance that Austria will seek some pretext for war in September. It is doubtful, but possible. Military readiness must be increased.
As there may not be time to deal with Montenegro next year, it will have to be done soon. It is planned to have the 2nd Army brought up to strength by September to deal with that tiny pimple of a country.

The glory positions are remaining constant. However, Spain will be overtaking Prussia next month. In addition to all the objective provinces Spain controls, the Spanish King (Iron Warrior) is building culture centers like a madman. I wonder how long that he, and the Czar, can keep up that pace.

I should add that its been ages since there was no provincial projects completed in a months time. This is a sure sign of the slowing build rates in favor of higher production of goods. Also, there are now 4 of 42 provinces without any construction going on. This both to save money, but also to have the province available for barracks construction when the textiles are available. Wood, although not critically short, is running a serious deficit in overuse.

The money supply is contacting a bit already. The reasons are an increased draft, maintaining depots so units can build up strength, higher readiness level and lower taxes.

On the bright side, the UCI is now down to 13%. This a great change from a few years ago when it was 26%. There will come a time when new units, either replacements or reinforcements will need to be built.

This production table shows a significant increase in several areas. This is due to completed farms/factories and the lower tax rate.

Angora Province has received special attention after the national waste was eliminated. In 1792 this province had the existing walls, guns and one level of barracks IIRC). Everything else is new. This will be an important source of luxury goods and other items in the future.

The time for action in Montenegro is getting close. The British are forcing my hand. The English King has sent a diplomat into Montenegro-as I suspected he would do. I do not know what he is up to, but I doubt it will be beneficial to the O.E.

The increase in strength has leveled this month. There were losses from moving units and the replacements were not very large in number. Also, many units were not set to receive any.

The French Emperor is racing ahead with a massive buildup. The speed of this increase was only surpassed by Russia's build up after its defeat.

The moral standing have not changed much. It is a mystery as to why, even after a victory against France, that Prussia's moral remains so low.

In a rare glimpse inside the Austrian citadel at Odenburg I can see this old, antique artillery unit. I lost two such units 6 or 8 years ago. Every time I get to see this old unit it is sitting there, disrupted. I suppose the Austrian Emperor cannot being himself to melt it down, so there it sits, sucking up money. I suppose it will help him if I ever actually attack Odenburg-that may happen eventually.

The 2nd Army is ready to march. I added a couple extra generals t spread around the "reputation" points. War has been declared and the Army will march in October.
