Can I use any slot for TOEs, or are they (still) restricted to a certain range of slots?

Any unit needs a TOE? Better, an unique unit still needs a TOE from that slots if does not changes TOE?

I know that units that change TOE need to use TOE and it is convinient if an unit shares its TOE with many others . But i am not sure that a unique unit needs a TOE set in TOE slots. I hope not. 349 it would be a low number if it includes every unique unit.

It is unreasonable to land without TOE.
Virtually all ground units somehow evolved.
Which drive would you do without a TOE?
Such 21.PzDiv TOE will have to change several times to at least a little realistic.

For example a Garrison units, Engineering units, a Coastal Defense unit or an Artillery Unit. If your device upgrade path accounts for the equipement that changes.

Yes, these small units appear TOE as unnecessary.
I'll still be doing, whether it is in that order.
