That is the percent of available load capacity remaining. Note you can load only one unit on each ship. The remaining capacity can only be used for resources and or supply.

It�s not the percentage of available load remaining, it�s how much already is loaded. If you fully load your freighters, you will see 100 in the end. And if they�re fully loaded, they won�t have all their capacity remained I guess...

In the above example, Betelguese is 40% full and has 60% capacity left, while Fuller is only 6% loaded and has 94% left.
