Besides our ancient power grid, we also have an idiotic anti-nuclear lobby which keeps us from making modern reactors to burn all the spent fuel from our old kind.

Instead we build 'clean coal' plants everywhere and now we have an overload of fly ash to deal with, which of course brings out the NIMBY's in force.

C'est la idiots.

Actually because northern Sweden has a lot of water power plants with a little better reliability

One little known factoid is that a person who was POTUS for four years in the late '70s, and a former USN nuclear reactor officer, signed an executive order forbidding the reprocessing of used fuel from commercial nuclear power reactors. Instead of reprocessing it (back to higher concentration) and getting to use the vast majority of it over and over again like (IRRC) France and Japan have been doing for decades, it all has to be disposed of. And because of disagreements over a disposal site all spent fuel is currently sitting at each nuclear power plant.

This from Finland, circa 2007. Talk about reliance on delapidated infrastructure-relying on the Russian power grid to power 10% of your electrical needs? :

"A cold winter this year might stretch Finland’s energy resources past the breaking point. The country’s power grid operator Fingrid says that power cuts are a possibility. Finland does not produce enough power of its own, especially during peak seasons like Christmas and the usual post-New Year’s cold snap. Imported power from Russia accounts for as much as ten percent of Finland’s energy needs.

Fingrid now says that with Russia turning down its output in order to meet its own power needs, Finland has to prepare for the possibility of power cuts in the event of a cold winter.

“Naturally Fingrid will use all available reserves and agreements with industrial sectors about electricity rationing,” says the managing director of Fingrid, Jukka Ruusunen. “But the worst case scenario is that household power will also have to be rationed.”

[...]The major factor in dwindling power reserves is Russia’s exponential growth. Electricity which was previously reserved for export to Finland is now needed at home. In the past, the Russian government has rationed power to St. Petersburg rather than lose out on the income from selling electricity to Finland, but this is no longer the case."

And an incomplete list of sizeable worldwide blackouts between 2002-2003. Point: stuff happens. When there's heavy demand for about 25% of the electricity generated worldwide being consumed in one country, you can expect some problems, regardless of how 'state of the art' the infrastructure is:

Sept. 23, 2002: A massive power failure disrupts central Chile. The official reason is said to be “faulty programming” and a “technical failure” at a power station.

Nov. 24, 2002: Buenos Aires and La Plata, Argentina, are hit by a huge power failure.

Jan. 31, 2003: An unusual power failure hits Cambridge, Ontario, Canada.

April 29, 2003: A power failure hits the airport in Melbourne, Australia, disrupting operations for 90 minutes.

Aug. 6, 2003: Buenos Aires is hit again by another sudden blackout.

Aug. 14, 2003: The first major blackout occurs in the northeastern United States and Canada, affecting some 50 million people. Blame centers on a single power generation plant owned by Ohio's FirstEnergy Corp.

Aug. 23, 2003: Finland's capital of Helsinki and its suburbs, including the international airport at Vantaa, are blacked out, affecting more than a half million people in a country known for its first-rate electrical grid.

Aug. 28, 2003: At the height of London's evening rush hour, a massive power outage strikes the city and southeast England. The blackout is blamed on a “fault” in the national electrical grid. The event that Britain's Network Rail calls “unprecedented” stops 18,000 trains, including 60% of the London Underground.

Sept. 1, 2003: Malaysia's capital of Kuala Lumpur and five Malaysian states are struck by a massive blackout. Workers in the Petronas Towers, the world's tallest buildings, are trapped in elevators. With signal lights out, traffic in downtown Kuala Lumpur grinds to a virtual halt. What makes the event all the more perplexing is that blackouts are very rare in the country.

Sept. 2, 2003: Cancun, Mexico, plunges into a blackout. Power is out for six hours, affecting three million people.

Sept. 23, 2003: Eastern Denmark and southern Sweden, including the cities of Copenhagen and Malmo, lose power in what is described as a “very unusual” blackout that affects four million people.

Sept. 28, 2003: A massive power failure strikes Italy, affecting 57 million people. It's later blamed on a tree that hit a high-voltage transmission line.

Texas powerplants aren't winterized as well as our northern neighbors mostly because Texas (except for the panhandle area) rarely experiences subfreezing temperatures for any significant time nor (especially in this case) over such a large area. I also doubt how well powerplant staff are trained for operation in subfreezing weather.

Turns out I wasn't hit by a blackout yesterday, just a building snafu.

Yep - the "official" explanation of the power plant failures is "improper winterization".

I can understand significantly greater hydroelectrical sources in your more mountainous North. For such a reliability though, what about during freezing weather? Don't these lakes freeze solid during the wintertime, thus making hydroelectric less feasible for several months of the year?

Something I hadn't really thought about...

The hydro plant dams fill up during spring (snow melt) and summer. These dams are so large that they never freeze solid, thus they run during winter as well.

Thread forgive me for keeping this going, but it's interesting...

OK. Understood. Even in the colder climes, there wouldn't be more than a few meters of ice thickness with underlying liquid water, right?

So, as the winter goes on, presumably the water level under the ice layer drops as water is released? Do you wind up with a 3-4 meter-thick 'shell' of ice overlying an air pocket and then the liquid water beneath that? If so, does this shell spontaneously fracture, break and fall back into the water or remain a mostly intact ice bridge for months on end?
