You can have your military forces attack other empire private sector ships, this tactic is often used to provoke an empire to declare war on your so you don't take a huge hit to your reputation, then obviously your target empire will start to hate you and eventually declare war after several warnings. There are no capture cargo mechanisms in the game. quote:
