BTW, I totally understand that for most folks this is a non-issue (it's "not necessary") and probably seems like a waste of time to talk about, but for some of us, this is a really interesting part of wargaming, and a topic worthy of discussion. I agree with you that you can get a good idea by looking at the maps, and that's what I do for the games I play...depending on that information, I may label units "Corps" or "Division", and this suffices, etc. But that being said, I still think it would be cool if the scale was established by the scenario creator...

I agree...I'm definitely not suggesting that there be presets that have to be used etc. The beauty of this game IS its kind of open-ended structure. And yes it's true that the units in the scenario itself can basically tell the scale...if the designer created a scenario with a unit with 30 Rifle and called it "division" we can safely assume that 10 Rifle = regiment, 3=batallion, etc., etc. For me it gets tricky when other units are involved...tanks, artillery, etc. 30 Rifle = division, 1 Tank = what?

It depends on the scenario, there is nothing preventing the scenario designer from telling you that e.g. 100 points is a division, and if there is no such info you can do it yourself.

Why not cut this process down by allowing the player to build custom unit TO&E templates and then when you create a formation, you can select from a list of your pre-made TO&Es?
