Is there some setting I'm missing to keep unit mouseover feature working? The one that tells you about the units in the hex (like how long frozen, when they withdraw, etc).

It seems to come and go, sometimes it works, sometimes I just get hex info.

The various overlays will often disable mouseover functionality of each other. So, if you want to see the unit mouseover info, then don't have the factory information enabled. There are more conflicts than these, but if the information you want to see is not available, first check your overlays and disable what you need. For some overlays, you need to deselect any selected units before the information is displayed. Rail repair status, for example.
